The Office of Registrar of Political Parties (ORPP) is now among the public institutions that have moved with speed to embrace technology to execute key business matters. This was exemplified by the 1st virtual meeting of the Management team (The Heads of Department) held on the 4th May, 2020.

The virtual meeting was conducted via the ministry of ICT, Innovation and Youth Affairs’ recommended Zoom platform, a solution quickly gaining traction as a meeting online platform for institutions.

The meeting came against backdrop of the government directive to limit face to face meetings to a maximum of four (4) persons among other advice pertaining conduct of meetings.

“It has been decided that all meetings of more than four (4) individuals will be conducted through available on-line platforms, Webex and Zoom have proved appropriate and are currently in widespread use across public service”, instructs a circular form the Head of Public Service of the 23rd April, 2020.

“We will continue exploring but alternative appropriate avenues of conducting our business such as this virtual meeting platform as an institution that embraces and adopts responsive technology”, she noted.

She advised the users of the need to be mindful of risks that might be in the use of such technology, hence the need for a concerted risk assessment to ensure the Office adopts technology devoid of cyber attacks and other technological-oriented vulgarities.

Ms. Nderitu further appreciated members of staff for according one another professional support in the wake of Covid-19 situation. She lauded the staff for their continued effort in attending core Office tasks in their respective functional areas during the Covid-19 pandemic.

''Although we have scaled down the operations as per government protocols, I appreciate the work done so far that our customers are happy about”, she observed.

Ms.Nderitu assured the stakeholders of the Office’s commitment to serve them within the laid down procedures hence no much interruptions of service. The Registrar urged staff to continue working with commitment and dedication on their respective assignments on or off-duty station.

“We will progressively continue to give guidance on our operations in line with dictates of government guidelines from time to time as the Coronavirus situation unfolds”, she added.

Public institutions have been urged to deliberately reduce impediments of access to government procurement opportunities under the preserved and reserved category. It has been noted that despite progressive constitutional and enabling legislation that enable access to the groups, challenges still exists to the full realization of the provisions.

Speaking during a sensitization of ORPP management on the Public Procurement on Asset Disposal Act (PPADA) on the 15 th March in Naivasha, Mr Allan Muturi a Consultant with Kenya Institute of Supplies Management (KISM) urged the public institutions to go the extra mile beyond the legally prescribed 30% preservation/reservation threshold and put in place administrative enabling mechanism to attain the tenet. “As a long serving practitioner I can tell you that the target on this provision, majority of which are youth have had serious challenges that the PPADA, 2015 intended to address“, Mr. Muturi said Adding that public entities should institute mechanisms geared towards support of the disadvantaged persons seeking
government procurement opportunities to attain optimal economic empowerment as was intended” He further advised on mapping out according the category opportunities in the best prioritized manner.

On perceived ill practices in procurement, Muturi noted strict fidelity to the values and principles of governance as enshrined in the Constitution of Kenya, 2010. “To me if we adhere with the values and principles in our Constitution by all involved in the public procurement processes, we can undertake procurement above board”,

“To me if all decision makers in public procurement process adhere to the values and principles in our Constitution, we can undertake procurement more efficiently and effectively ” he advised.

Pursuant to detailed relationship among internal departments and units within an organization as outlined in PPADA, he called on ORPP to enhance departmental collaboration to ensure seamless procurement processes “For the entire procurement cycle to happen, there should be clear-cut functional inter-linkages to the procurement department and support to the procurement department as much as possible”, he noted.Procurement meeting2Further urging of the Departments were also implored upon to detail their needs to procurement of the intended good, works and services “It is important for us all to develop very clear and detailed specifications on requisitions to ensure procurement meets the expectations”, observed Kelvin Mungasio, ORPP’s head of Supply Chain Management department. Staff were urged to be keen and study their responsibilities whenever they are appointed in various committees during procurement processes. Heads of department were urged to sensitize staff of assigned roles in law in various procurement and disposal committees for them take up such with utmost due diligence.

The Office was called upon to ensure there are checks and balance as well as support to the Accounting Officer (the Registrar of Political Parties) to enable her deliver the steering responsibility bestowed in law. Among the roles of the accounting officer is to oversee the entire procurement process with professional advice from the head of procurement. “ For the purpose of ensuring the accounting officers decisions are made in a systematic and structured way, an accounting officer shall establish systems and procedures to facilitate decision making for procurement and asset disposal consistent with law and regulations”, reads in part section 45 of the PPADA.procurement meeting1

Political Parties with provisional registration that are seeking full registration will be required to provide verifiable evidence of their established infrastructure across the country as required by the Political Parties Act. The Office of Registrar of Political Parties (ORPP) has from 14 th to 17 th January dispatched teams in 8 regions across the country for on-ground verification exercise of the various political parties that have applied for full registration. The regions include Coast, Lower Eastern, Upper Eastern, Western, Nyanza, Rift Valley, Central and Nairobi.

The exercise seeks to verify physical presence of functional parties’ offices in at least 24 counties (the headquarters already verified), party leadership, personnel responsible in respective offices, mechanisms for recruitment of members, membership register, party constitutions, party activities, policy framework and administrative structures among other raft of legal stipulations. These are some of the stringent requirements for consideration for approval to full registration status. The requirements are complement to Constitutional requirements for formation of political parties which should have a national outlook.


The verification is part of ORPP commitment of ensuring political parties are established for posterity and capable of actualising their set out ideologies and as key avenues for the citizens political participation and inclusivity in the democratic process, the Registrar Ann Nderitu said while kick-starting
the exercise on 13 th January at the ORPP Offices in Nairobi. “As an Office we continue to shift our processes to ensure that the registration of political parties is geared towards institutionalising political parties as citadels for democracy”, Registrar said. She further informed that the ORPP has already established 7 regional offices in Kisumu, Eldoret, Nyeri, Isiolo, Mombasa, Nakuru and Kitui not just for monitoring parties for compliance but taking
service closer to the people as well an opportunity for political parties and their members to seek guidance and services required of the Office. The Office will endeavour to expand to other regions and progressively to all the counties, Registrar added.


On conclusion of the exercise, consolidated reports will thoroughly be scrutinized to ascertain the compliance status of the political parties in question. They will further, be guided accordingly in case gaps are identified with a view of ensuring full compliance prior to registration.

To date, there are sixty eight (68) fully registered political parties, twelve (12) provisionally registered, of which majority are subject of verification during the exercise to ascertain compliance.

The Speaker of National Assembly, Justin Muturi has applauded the Office of Registrar of Political Parties for its effort in entrenching democracy. He hailed the Office effort in managing political parties, terming them pivotal avenues for enhancing democracy.

While presiding over the official opening of this year’s People Dialogue Festival (PDF), held from 5 th to 7 th March, 2020, at the National Museums, Nairobi, the Speaker noted the need to strengthen the ORPP to enable it steer optimal realisation of democracy in the country. “I acknowledge presence of
Registrar of Political Parties in our midst, who has lead the ORPP in streamlining management of political party processes to the gains we see today”, he acknowledged while underscoring the importance of ORPP that he proposed should be anchored in Constitution.

He underscored the central role political parties play in promoting dialogue and good governance. Noting “political agitations and conversations must be steered by political parties. We will grow democracy if we strengthen political parties as key proponents for good governance”. The Speaker, who has also previously served as the Chairperson of the Centre for Multi Party Democracy (CMD) advising the need for political parties to meet regularly within Parliament to deliberate and formulate appropriate party positions and direction on matters of national interest.

Muturi further acknowledging efforts of key crusaders of democracy such as Martha Karua, who was also present. It has taken a lot of effort and sacrifice to bring about legal and policy reforms for democracy in Kenya, hence our duty to appreciate and celebrate them.

Various guests’ speakers saluted the import of such a dialogue festival which was mooted in Scandinavian countries like Sweden and Denmark. “I am so glad to be part of such an inspiring event. As politicians it gives us an opportunity to hear candidly on real and day to day issues from the people we serve”, noted Ms Karen Elleman, the First Deputy Speaker of the Danish Parliament.

The current CMD’s Chairperson, Abshiro Halake, a nominated KANU Senator, thanked partners and participants for support to the festival. “I truly appreciate all for the unwavering support to this forum, helps us to bridge the gap between the electorates and leaders”, she said.

The Registrar was among the lead panellists in a mentorship session to discuss varied issues regarding women and political leadership. Other ORPP officials took part in some of cross- disciplinary topics and audience-targeted lined up throughout the festival. The ORPP was one of the key partners in preparing and hosting the festival and also was also part of the corporate exhibitors; showcasing its services to high government officials, political leaders, members of the public among other attendees.

The Executive Directors from various fully registered political parties have appreciated the Office of the Registrar of Political Parties (ORPP) for its strive towards improvement of the political parties’ management system. The Directors view adds to the voice of the stakeholders who have held that the Integrated Political Parties Management System (IPPMS) to be a key ICT solution towards a robust and centralised source of data for its varied modules.

This was brought out during the Executive Directors and a section of ORPP staff training of IPPMS held on the 9th and 11th December 2019 in Machakos. Participants were taken; through bulk uploads of membership data, users’ credentials, generation of reports, audits trails, safety and security measures among a host other general management of the system. The forum was also used as an opportunity for the Office’s to receive views from varied stakeholders for improving on the system.

The resonating message from all present was that of a system that is good intended and which if put to its full use, can address the previous gaps experienced in management of political parties’ data and broader area of data cleansing during electioneering process with focus on party primaries. “It is a good system that we need to support and we should work together to enhance”, observed Mr. Daniels Taabu, one of the Executive Directors.

The Office is committed to building capacity for the users of the system as one of the raft reforms in the election processes, observed Joseph Nyongesa of ICT. His counterpart Lenard Rotich noting “one of our key reasons for being here is not just train but take stock of the recommendations you make on the system”. From inception of IPPMS, which has come a long way, we can guarantee that the system is safe, secure and universally embraces the tenets of system integration and compatibility, assured Bob Waithaka, the Head of ICT Unit.

Key issues identified for improvement surrounded areas such as; improving collaborative networks for integration of IPPMS with those of related government agencies; improving on systemic notifications to the users; enhance data segregation; analysis of data as research insights especially in respect to special interest groups and possibly opening up the usage to members of the public.

“The feedback we receive from end-user enables ORPP to effect changes for the system to be responsive to fluid tech-world dynamics and aspirations of the users. In particular, it will help us iron out any systemic gaps and be prepared in good time ahead of the forthcoming general elections”, noted the Registrar of Political Parties, Ann Nderitu. Further, she noted that it was about time for varied sector players to make appropriate political data available to the citizens to guide and inform their political choices. “Moving forward, we must move to the next level such as ensuring clean data and seamless full integration. We envisage new applications for political parties registration be processed through the system”, Registrar guided.

The training, supported by the UN Women, was part of the continued streak of ORPP putting in place relevant systems and solutions in line with government commitment to automate service processes as encapsulated in its directives for e-business.
