Departments/Sections/Units Specific roles

Compliance and Regulation Directorate

The Compliance and Regulation directorate is charged with the responsibility encapsulated under Section 34 of the Political Parties Act, 2011 to regulate, supervise and ensure that political parties adhere to the provisions of the Political Parties Act, 2011.In particular the department develops strategies and policies for compliance and regulation of political parties as well as guidelines and tools for tracking compliance.

Key processes under the compliance docket include review of political party constitutions and constitutive statutory documents to guarantee ethnic representation and inclusion of the Special Interest Groups (SIGs) categories in the governing organs of the political parties. Further, the docket oversees the process of effecting changes to ensure that the procedure stipulated in the respective party constitutions is adhered to. Whenever, political parties slide off the ladder, they are issued with compliance notices and circulars in order to remedy the identified breaches. The department offers internal and external advisory on all compliance matters.

Information and Communication Technology (ICT) Department

The ICT department proactively contributes to the fulfilment of the Office mission, particularly regarding all matters related to the management of the Political Parties membership database and other inhouse information and communication systems. The units also support the business needs of the office from technical and legislative standpoints through collaborating with other departments and managing the ICT function.

The main responsibilities of the unit are:

  1. Set and enforce ICT standards & guidelines 
  2. Ensure IT security management.
  3. Plan and ensure IT business continuity.
  4. Provide technical and operational support for systems and infrastructure according to internal end users and to political parties
  5. Facilitate and regulate the design, implementation and use of ICTs to enhance service delivery.
  6. Develop ICT strategic work plan and project plans for the Office
  7. Implement improvement programmes for all systems based on feedback and collaboration with system users.

Administration Department

This section is headed by an Assistant Director who reports to the Assistant Registrar in charge of Compliance, Regulation and Capacity Building of Political Parties.

The section is responsible for:

  1. Management of ORPP records;
  2. Offering administrative support services including development and implementation of administrative policies, standards and procedures;
  3. Fleet management that entails fuelling, repairs and maintenance and coordination of office transport activities and requests;
  4. Ensuring conducive working conditions by assigning and managing working space and other working utilities for staff at the headquartersand regional/county officesin adherence with occupational, health and safety requirements.

Human Resource Management (HRM) department

The role of HRM department is to efficiently and effectively manage the Office human resources to facilitate realization of the Office mandate. In its operations, the department is guided by the Human Resource Policies and Procedures Manual which incorporates the provisions of the Constitution, Labour Laws, other relevant legislations and adoption of best practices in Human resource management.

The specific functions of the department include:

  1. Development and implementation of policies, standards and guidelines for the management of Human Resource;
  2. Aligning HR requirements to the office strategic plan and forecast current and future HR needs;
  3. Facilitation of recruitment, selection and placement of staff;
  4. Management of employee remuneration and benefits;
  5. Facilitate employee growth and empowerment through orientation, induction mentoring, training and management of staff performance;
  6. Continuous improvement of HR systems and policies in line with the current best practices;
  7. Fostering professionalism and a culture that emphasizes equality, integrity, continuous; and
  8. Design and review Office Organization structure and approved staff establishment.

Planning department

The planning department is domiciled in the Finance, Planning, Research and ICT Section. It is headed by Director, Finance, Planning Research & ICT who reports to the Assistant Registrar Compliance, Regulation and Capacity Building of Political Parties.

The Planning department responsibility is to develop and/or review;

  1. ORPP Strategic Plan,
  2. work plans,
  3. projects and programmes and
  4. ensure implementation through monitoring and evaluation of set targets and objectives.

Accounts Section

Accounts Section is responsible for ensuring prudent budget execution proper documentation of expenditures and revenue as well as timely reporting to the relevant stakeholders. It also ensures that relevant laws, circulars and procedures are adhered to.

It is headed by an Assistant Director, Accounts under the Planning, Strategy, Research and Partnerships Directorate headed by Assistant Registrar.

The Accounts are pivotal in facilitating all the programmes in line with Office Strategic Plan. Its responsibilities are in the following areas:

  1. Budget execution and revenue collection;
  2. Maintenance of timely and correct financial records;
  3. Quarterly and annual financial reporting;
  4. Advice management on best practices in respect to resource utilization; and
  5. Responds to issues raised by the Auditor General on system and financial audit.

The Finance Unit

The overall goal of the Finance Unit is to ensure efficient allocation and use of public resources for the achievement of the key mandate of the Office of the Registrar of Political Parties. It is responsible for development and implementation of prudent financial policies and procedures; budget preparation, expenditure monitoring, oversight of commitment of funds and expenditure trends. This is in line with Treasury Circulars; budget monitoring and reporting; reallocations within Budgeted Heads and programmes and the overall financial management and control of voted funds. It is headed by an Assistant Director, Finance who reports to the Director, Finance & Accounts, who reports to the Assistant Registrar, Planning, Strategy, Research and Partnerships.

Specific roles of the Unit include:

  1. Budget planning, preparation and implementation;
  2. Control of budgetary commitments;
  3. Advice management on prudent utilization of resources; and
  4. Preparation of public expenditure review, sub-sector report and programme-based budget.

Supply Chain Management Unit

The Supply Chain Management is an Independent Unit headed by an Assistant Director, Supply Chain Management who reports to the Registrar of Political Parties.

Its broad functions inter alia are:

  1. Procurement Planning;
  2. Procurement Processing;
  3. Suppliers relationship management;
  4. Inventory and Asset management;
  5. Disposal of Assets; and
  6. Contract Management. It is specific roles pertains to: coordination of various activities in delivering a combination of inputs, outputs/outcomes for specified requirements in accordance with the Public Procurement and Asset Disposal Act, 2015 in strict adherence to the Public Procurement and Disposal Regulations, 2020 and other applicable laws and policy documents. This is geared towards desired impact on Public Procurement and Supply Chain in entirety. 

Internal Audit Unit

The Internal Audit is an independent Unit that reports administratively to the Registrar of Political Parties and functionally to the Audit Committee.

Its responsibilities are to: 

  1. Review and evaluate the ORPP budgetary performance, effectiveness of the financial and nonfinancial performance management systems; and
  2. Give reasonable assurance through the Audit Committee on the state of risk management, control and governance processes of the Office.

The Audit Committee is stipulated in Section 73 (5) of the Public Finance Management Act, 2015. The functions are stipulated in section 174(1) the PPMR, 2015. The Unit facilitates carrying out of audit assignments and manages reporting and appropriate redress measures arising from the audit findings amongst audit parties.

The specific roles of the Audit Committee are to: 

  1. Advice the Registrar on issues of risk, control and governance and associated assurance; and
  2. Ensure that audit issues raised by Internal and External auditors are implemented and/or addressed.

Legal Unit

The Legal Unit is a Unit that reports to the Registrar of Political Parties.  This unit is headed by the Assistant Director Legal.

Its general duties are to:

  1. Ensure that in fulfilling its mandate under the Political Parties Act 2011, the Registrar and other functional areas abide by the rule of law by providing appropriate legal advice;
  2. Review Office contracts and other legal documents;
  3. Represent the Office in all litigations and disputes that it is involved in; and
  4. Overseeing legal reforms undertaken from time to time.

Corporate Communication Unit

The Corporate Communication Unit provides a framework for developing and sustaining effective communication thrust between ORPP and its varied stakeholders including members of staff. It is under the purview of the Registrar of Political Parties. The Assistant Director, Corporate Communication leads the Unit’s team and reports to the Registrar.

Broad responsibilities of the Unit are delineated in the following sub-areas:

  1. Formulation of corporate communication-related policies and strategies;
  2. Management of media relations, monitoring and reporting;
  3. Oversee customer experience for exceptional service to stakeholders;
  4. Internal publics’ relations;
  5. Events planning, management and corporate branding;
  6. Management of communication print and digital channels;
  7. Coordination and guidance on Corporate Social Responsibilities activities; and
  8. Content generation and dissemination via internal and external corporate publications.
